Canada Cosmetic Labelling Update: Fragrance Allergen Disclosure – Key Compliance Milestone

In April 2024, Health Canada published SOR/2024‑63 – Regulations Amending Certain Regulations Concerning the Disclosure of Cosmetic Ingredients, introducing significant updates to cosmetic ingredient transparency, including mandatory fragrance allergen disclosure on labels.
These amendments modify subsection 21.4(5) of the Cosmetic Regulations (C.R.C., c. 869) and align Canada’s cosmetic labelling framework with the European Union fragrance allergen disclosure model, by incorporating the EU allergen lists by reference.
While most administrative changes already entered into force in October 2024, the allergen disclosure requirements follow a staged transition period, with the key compliance milestone rapidly approaching.
What changes at this stage
As of 1 August 2026, cosmetics placed on the Canadian market for the first time must comply with expanded fragrance allergen disclosure requirements, covering the full EU fragrance allergen list, in addition to the original allergens (regular list) already subject to disclosure by 12 April 2026.
This obligation applies only to new products introduced to the market on or after this date. Products already on the market before 1 August 2026 benefit from an extended sell‑through period until August 2028.
Fragrance allergens must be listed in the ingredient list when present above:
- 0.001% in leave‑on products
- 0.01% in rinse‑off products
By 12 April 2026, cosmetic products placed on the market and already on the market must disclose 24 allergens (regular list) when present above labeling threshold.
By 1 August 2026, cosmetic products placed on the market must disclose 80+allergens (expanded list) when present above labeling threshold.
By 1 August 2028, all cosmetic products available on the market must disclose 80+allergens (expanded list) when present above labeling threshold.

For products already placed on the Canadian market,
- Review product portfolios
- Identify any affected items that may contain regular list of allergens above labeling threshold
- Correct labeling content (ingredient declaration) with allergen listing according to regular scope, when necessary.
For products to be placed on the Canadian market from 1 August 2026,
- Review product portfolios
- Identify any items that may contain expanded list of allergens above labeling threshold
- Create labeling content (ingredient declaration) with allergen listing according to expanded scope, when necessary.
