The relaxation of regulations in Hong Kong allowing pets in restaurants represents a significant step toward a more pet-inclusive dining environment, while creating new opportunities for the food and beverage sector.

1. Licensing Requirements

  • Applications open from 18 May to 8 June. First phase limited to fewer than 1,000 quotas, with implementation as early as July 2026 after approval

  • Hotpot and barbecue venues are excluded due to safety concerns

 

2. Operational Conditions

  • Dogs must be kept on a leash ≤1.5m and under control by an adult, or secured to a fixed object
  • Known dangerous dogs and fighting dogs are prohibited
  • No access to food preparation areas or contact with reusable tableware
  • No on-site preparation of pet food (only pre-packaged products allowed)
  • Mandatory signage at the entrance to ensure customers are properly informed
