Why fire risk assessment matters

In a place as densely populated as Hong Kong, a fire in a building under construction or renovation can pose devastating consequences for families and communities. Under Hong Kong laws and regulations, including the Buildings Ordinance (Cap. 123), Fire Safety (Buildings) Ordinance (Cap. 572), and the Code of Practice for Fire Safety in Buildings, developers, contractors, and Authorized Persons must ensure that building works meet fire safety requirements. This includes but not limited to:

  • Fire-resisting construction and means of escape;
  • Proper design and installation of fire detection and alarm systems;
  • Compliance with Fire Services Department (FSD) guidelines and Circular Letters; and
  • Safe practices during construction, such as hot work control and temporary fire protection.
