The carbon border adjustment mechanism (CBAM) is an environmental tax measure aimed at reducing the risk of carbon leakage and fulfilling the EU's ambitions in climate mitigation. It is based on a system of certificates covering the embedded emissions in imported products, so importers must pay the same carbon price as domestic producers under the EU emission trade system (ETS).

The transitional phase for reporting started on 1 October 2023 and will run until the end of 2025. The final regime will start gradually from 2026. The regulation requires quantification of embedded emissions in CBAM goods in the EU’s own methodology.
