The European Union’s Green Deal is not just a climate policy—it’s a sweeping transformation of how products are made, traded, and consumed. For the electronics industry, two key pillars of this transformation - the Carbon Border Adjustment Mechanism (CBAM) and the Ecodesign for Sustainable Products Regulation (ESPR) - are set to redefine supply chains, product design, and compliance strategies.
The Green Deal’s Vision
At its core, the EU Green Deal aims to make Europe the first climate-neutral continent by 2050. To achieve this, the EU is tightening environmental regulations across sectors, with electronics being a top priority due to their high energy consumption and growing e-waste footprint.
ESPR: Raising the Bar for Sustainable Electronics
The Ecodesign for Sustainable Products Regulation (ESPR), which came into force in July 2024, replaces the older Ecodesign Directive and introduces a more ambitious framework
Key ESPR Requirements for Electronics:
- Digital Product Passports (DPPs):
- Mandatory for all electronics sold in the EU, regardless of origin. These passports must include data on materials, repairability, recyclability, and carbon footprint
- Design for Circularity:
- Products must be durable, repairable, upgradable, and energy/resource-efficient
- Ban on Destruction of Unsold Goods:
- Manufacturers must disclose and minimize the destruction of unsold inventory
- Transparency and Traceability:
- Companies must provide detailed environmental performance data throughout the product lifecycle
CBAM: Carbon Costs at the Border
The Carbon Border Adjustment Mechanism (CBAM) is the EU’s flagship policy to prevent carbon leakage - a situation where companies relocate production to countries with laxer climate rules, or where EU products are replaced by more carbon-intensive imports.
CBAM ensures that imported goods are subject to the same carbon costs as those produced within the EU under the EU Emissions Trading System (ETS). It effectively levels the playing field by applying a carbon price on imports of certain goods.
While CBAM initially targets carbon-intensive sectors like steel and aluminum, its scope is expected to expand. Electronics manufacturers using these materials in components or casings will face indirect impacts:
- Embedded Carbon Costs:
- Importers must report and eventually pay for the carbon emissions embedded in their products
- Supply Chain Pressure:
- Non-EU suppliers will need to decarbonize or risk losing competitiveness in the EU market
What Suppliers and Manufacturers Must Do
- Map Your Supply Chain:
- Identify carbon-intensive materials and suppliers. Understand where emissions are highest and where ESPR compliance gaps exist
- Prepare for Digital Product Passports:
- Start collecting and structuring product lifecycle data. Assign a DPP lead and pilot compliance strategies now to avoid last-minute scrambles
- Invest in Eco-Design:
- Redesign products with durability, repairability, and recyclability in mind. This not only ensures compliance but also appeals to eco-conscious consumers
- Engage Suppliers:
- Work with upstream partners to reduce emissions and improve transparency. Consider switching to suppliers who use renewable energy or low-carbon materials
- Monitor Regulatory Updates
- Both CBAM and ESPR will evolve. Stay informed about delegated acts under ESPR and potential CBAM expansions to electronics-related sectors
Turning Compliance into Competitive Advantage
While these regulations pose challenges, they also offer opportunities. Companies that act early can:

- Reduce long-term costs through efficiency
